Downtown Springfield, Inc. is searching for a new executive director “following a mutual separation with Carlos Ortega,” according to a statement the organization issued Feb. 17. Always On Consulting, the human resources company led by Debbie Thompson, has been retained to lead the search process.

Jay Shanle, who currently serves as DSI’s director of communications and program director for the Springfield Area Arts Council, has been appointed as interim executive director. Shanle assisted with DSI’s recent transition from a membership-based 501(c)6 to a 501(c)3 nonprofit and has been part of the “My Heart’s Downtown” campaign. Shanle also serves as co-chair of the Downtown Alliance, a group working to implement the Downtown Springfield and Mid-Illinois Medical District Master Plan.

Shanle told SBJ that the executive director position is open to the public to apply, and he feels it is important for people to know that DSI is following a process and being transparent.

“I’m under no impression that I’ll be treated more favorably than any other applicant for the role,” he said. “I want the best for DSI, and if someone else applies and is better qualified, I support that.”

Shanle previously served six years on the DSI board of directors and on the INB Fire Fund Committee following the June 19, 2024, Adams Street fire. He has been involved in various DSI events including the annual awards dinner, Friend of the Market Street Dinner and Momentum on Main Street programs.

Shanle spent seven years as the corporate administrator for Conn’s Hospitality Group before joining the Springfield Area Arts Council in May 2025 after SAAC assumed direction of the Levitt AMP season.

“The DSI board thanks Carlos for his leadership over the last two years,” said David Lee, DSI board president. During Ortega’s tenure, he helped secure grant funding to expand SNAP benefit programs within the Old Capitol Farmers Market and led the strategy planning efforts that resulted in DSI’s transition to a 501(c)3 organization.

“As we begin the search for our next executive director, we are focused on identifying a leader who can build strong relationships and continue advancing DSI’s mission to enrich the downtown experience for residents, businesses and visitors,” Lee said.
